Low Threat Bug Frequency Table
This is a listing of frequencies used by RF devices that have been confirmed as actively being used for eavesdropping.
In most (but not all) cases documentation was prepared on each frequency including actual signal measurements, and other relevant materials.
The majority of the device frequencies listed below the author has personally seen, measured with instruments, and has obtained specific technical information regarding their actual real-world usage. In those cases where the author does not have specific technical knowledge the information concerning its usage was obtained from several trusted fellow TSCM specialists, or related professionals who had personally seen and/or examined the device.
This listing is best used by "copying and pasting" the entire frequency list into a scanner or search receiver; first as a NFM modulated channel, and then again into a second channel bank as a WFM modulated signal (or use two or more radios). Strongly encourage the usage of a tuned and preamplifier antenna system to help acquisition of the signal.
This allows for the very rapid analysis or scanning of potentially hostile emissions. Of course you will still need to use a spectrum analyser to check the entire RF spectrum, but this list will help give you an edge against the opposition.

All devices on the list are crystal controlled or PLL locked (free oscillators are another list).
"Low Level Threat" Eavesdropping Frequency Table
15 kHz to 2700 MHz (All frequencies are listed in MHz)
ELF Band - This begins at the 15.734 kHz video timing signal frequency, and includes signals that are just outside of the range of normal hearing. Of course signals below 15 kHz are still of interest it will be extremely difficult to detect, acquire and demodulate them with a typical scanner.
There are actually quite a few eavesdropping devices using frequencies below 100 kHz, including quite a few devices between 20 and 75 kHz.

VLF Band - This begins at 100 kHz, and includes signals just below the AM broadcast band at 500 kHz. This section of the spectrum is a very popular for carrier current VLF eavesdropping devices and should be considered extremely hostile.

MF Band - This begins at 500 kHz (just below the AM broadcast band) and goes up to 3 MHz. This section of the spectrum is a very popular for carrier current and VLF eavesdropping devices.

HF-1 Band - This begins at 3 MHz and goes up to 10 MHz. Frequencies in this range may begin to strongly radiate signals into free space, and may include carrier current signals.

HF-3 Band - This begins at 20 MHz and goes up to 45 MHz. While this band is not too heavily used anymore for surveillance, it still should be considered a serious threat due to older devices. Watch out for wide FM deviation devices operating between 36 and 39 MHz.

VHF-2/FM Band - This is the normal FM broadcast band, which typically is dominated by free oscillating eavesdropping devices, however; crystal controlled devices are also available. Pay attention to the dead zones between commercial FM stations, and for any signal that does not maintain the 200 kHz channel spacing.

VHF-3 Band - Between 108 and 135 MHz is a very common hiding place for low cost (and illicit) eavesdropping devices. Since this area of the spectrum is most commonly used for aeronautic navigation the regulatory bodies such as the FCC try to keep this band fairly quiet. When eavesdropping devices are used in this band they tend to be fairly easy to find.

VHF-4 Band - This band is extremely hostile for eavesdropping and there are literally thousands of devices available. Much of this band usage is by amateur products, kit bugs, and ham radio toys.

UHF-1 Band - The initial UHF band involves low power and ultra low power devices which often contain SAW resonator circuits. Power level must be kept low in this band to minimize interference with military communications which also operate in this band.
